Um, didn’t the Clinton administration allow ballistic technology (and ballistic rocket technicians) to advise China on its space program? I vaguely remember something about the commerce department handling (or fumbling this) and the Clintonians allowing Red China to begin development of ICBM technology with the aid of our advisors.
