The Rockets’ Red Glare.

A belated happy 230th Independence Day to you and yours, and here’s hoping the recent spate of scary news (North Korean missiles, incipent war in Gaza) didn’t detract too much from the festivities in your parts. (Also, with regards to more joyous fourth of july rocket launches, congrats to the crew of Discovery STS-121 on a successful return to space yesterday.)

Pyongyang Redux?

“It’s ironic that President Bush is now endorsing a diplomatic stance toward Iran so similar to the stance that President Clinton took toward North Korea. When he first took office, Bush so feverishly opposed the Agreed Framework with North Korea in large part because Clinton had produced it.” Slate‘s Fred Kaplan wonders whether President Clinton’s Agreed Framework with North Korea might help to contain Iran. The verdict? Possibly maybe, particularly given that we have no real alternatives.

Report Card: Incomplete.

By way of a friend, the State Department releases its mandated yearly human rights report for 2005 (here), finding cause for alarm in Iran, Russia, China, Venezuela, Burma, North Korea, Belarus and Zimbabwe and (surprise, surprise) progress in Iraq and Afghanistan. The report doesn’t delve into human rights violations here at home (although China tries to fill that gap in response every year), but it does unequivocally state — in bold, no less — that “countries in which power is concentrated in the hands of unaccountable rulers tend to be the world’s most systematic human rights violators.” Hey y’all might be on to something. Deadpans the head of Amnesty International: “The Bush administration’s practice of transferring detainees in the ‘war on terror’ to countries cited by the State Department for their appalling human rights records actually turns the report into a manual for the outsourcing of torture.”

Whitewash at the Archives.

“The stuff they pulled should never have been removed…Some of it is mundane, and some of it is outright ridiculous.” As recently uncovered by intelligence historian Matthew Aid, the National Archives has been re-classifying thousands of once publicly available documents at the behest of unknown (re: still-classified) government agencies since 1999. “While some of the choices made by the security reviewers at the archives are baffling, others seem guided by an old bureaucratic reflex: to cover up embarrassments, even if they occurred a half-century ago. One reclassified document in Mr. Aid’s files, for instance, gives the C.I.A.’s assessment on Oct. 12, 1950, that Chinese intervention in the Korean War was ‘not probable in 1950.’ Just two weeks later, on Oct. 27, some 300,000 Chinese troops crossed into Korea.” Aid posted his account of the sordid tale today at the National Security Archive.

No more Dodges / inCurious George.

“I was trying to escape. Obviously, it didn’t work.” If it’s any consolation, Dubya, we all feel just as trapped. In one of those resounding visual metaphors that capture a presidency and that life occasionally kicks up for all to see (the last one being Dubya’s fiddling during Katrina), our leader gets stymied by a locked door while trying to evade a reporter’s questions about his China trip (which were pretty softball, given all the things he could’ve been asking these days.)

In somewhat related news, in the relatively sanguine Post story about the door incident, the following depressing information is included: “In five years in the presidency, Bush has proved a decidedly unadventurous traveler…As he barnstormed through Japan, South Korea and China, with a final stop in Mongolia still to come, Bush visited no museums, tried no restaurants, bought no souvenirs and made no effort to meet ordinary local people…[Laura Bush] once persuaded him to go to the Hermitage Museum in St. Petersburg, only to see him burn through the place in 30 minutes. He dispensed with the Kremlin cathedrals in Moscow in seven minutes. He flatly declined an Australian invitation to attend the Rugby World Cup while down under.

Better Late than Never.

It’s a significant breakthrough. But it could easily have been accomplished two and a half years ago, had President George W. Bush been willing…Had he signed this rather innocuous joint statement back then (it wouldn’t have harmed our national interest to forgo an option — invading North Korea — that we were never going to exercise in the first place), the next steps toward an arms-control treaty would have been much easier than they will be now.Slate‘s Fred Kaplan realistically assesses the good news — and work ahead — in North Korea.

New School.

Another semester begins here at Columbia today, although the class I’m teaching this term — “The Asia-Pacific Wars 1931-1975” with Prof. Charles Armstrong — doesn’t meet until tomorrow. (I had been slated originally for Anders Stephanson‘s “US Foreign Policy” class, but have moved over to this Pacific-Specific class due to the usual overbooking and underbooking issues…so, while I’m missing out on a few books on progressive internationalism that had caught my fancy, the reading list for this new class seems intriguing in its own right.)

And yet outmaneuvered.

Unfortunately, the diplomatic savvy on display in this surreptitious Iraq transfer hasn’t extended to other world hotspots, as Kaplan notes with North Korea. “By his own careless arrogance,” writes Kaplan, Dubya “has stunningly mishandled this confrontation. He has allowed North Korea—the most rickety spoke on his “axis of evil,” a dangerous regime by any measure — to reach the crest of becoming a nuclear power. He has dismissed numerous opportunities to nip this disaster in the bud. And now he comes up with an old formula that evades the recent shift in the balance.” (The disarmament deal proffered by the Bushies now is insubstantially different from the one suggested by President Clinton a decade ago, the one pooh-poohed by Dubya upon his arrival into the Oval Office.)

Iraq and a Hard Place.

“Bush is moving fast these days. The commander in chief spends all his time waging war on Democrats. He should perhaps pause long enough to explain to those in Congress why he withheld the news about North Korea’s nuclear program from them for 12 days, making sure that the war resolution was safely passed without any distracting revelations.” Post columnist Mary McGrory tries to understand the difference for Dubya between Iraq and North Korea.
