Chris Dodd, had already been passed and vetoed twice under Papa Bush. It was then set up to go by the Democratic Congress upon Clinton's entering office (it was HR.1 and S. 1 respectively), and was signed into law, as a fait accompli, only sixteen days after inauguration day.
