"The [instigating] lawmaker, House Ways and Means Committee member Sam Johnson (R-Tex.), was in turn responding to a complaint about the group...from Barnaby W. Zall, a Washington lawyer close to DeLay and his fundraising apparatus, according to IRS documents."
